"Renting but not occupying for IB purposes" has been around for ages. Ward 3 residents who live in-boundary for Hardy but prefer Deal have been doing this for more than a decade. Many Horace Mann and Key graduates have gone straight through Deal (rather than their in-boundary middle school, Hardy) thanks to this famous rich-person loophole. $1K for a tiny studio apt near Connecticut is all it takes. If DCPS could figure out a way to stop it, they would have by now. Those with kids at overcrowded Deal and Wilson should be coming up with ways to fix this problem because despite the fact that it only benefits the wealthy, DCPS has come up with absolutely no solutions.

Both Deal and Wilson have a large OOB population so I doubt this. |

Easy fix: a full menu of small, test-in honors classes, with half a dozen foreign language taught, at Hardy offering true rigor and acceleration with great teachers. Done.
DCPS has never been willing to offer most of the Hardy feeder parents anything like what they're looking for in a middle school. System leaders well deserve the tradition of boundary cheating. Hardy's catchment area is at least 3/4s white while the school was 11% white last school year. |

The 'many' families doing this amounts to around 2 per school. Seriously. Both Mann & Key traditionally sent more kids to Latin - but it's getting harder to get into. there's now a set of kids who split between Basis and Hardy - and the rest to privates or move. What does the number of OOB have to do with anything?
The people who are renting an apartment for the address aren't showing up as OOB. That's the whole point. |

Anybody who challenges justice crazed posters on these threads is obviously a....cheater.
I posted about the creeps but don't rent a studio or own a scnd house for a school address. My terrific neighbors of 15 years do the latter. If a DCPS investigator ever comes knocking, I'll do or say whatever I can to help them stay next-door. |

I think one of the issues is it is such a fine line between cheating and DCPS policy.
So I can rent an apartment/buy a condo and either: - Live in it for 9 months and then stay in the feeder pattern for up to 15 (if you get an ECE spot) years per kid (Ok) - Never live in it and rent it out for a year and then stay in the feeder pattern for up to 15 years (Not ok) We have followed the rules but live in a district where several have not. I wish people didn't cheat and DCPS did care but when you are talking about 9 months over 15 years, I see how you could talk yourself into it. I wish DCPS understood how they holds other schools back. Many times these people come from neighborhoods where the schools are fine and trending up. They would be even better if everyone stayed home. |

I'm not sure who the "you" is in your post. This is the PP who posted the thought above. I'm not cheating in any regard. I'm commenting on the over-the-top crazies who strap themselves to this issue while likely not troubling themselves with really serious issues in this world. It's way out of proportion. And sad. |
