Sadly, this video clearly shows Biden's confusion, as well as the expressions of concern on both women's faces.

His behavior reminds me of my sister’s autistic son. He can be present at an event, but the regular stuff happening doesn’t interest him. He will be interested in something he decides is interesting. Someone has to keep him on task and attentive to what he should be paying attention to. Like if he’s at a wedding, he has to sit in the pew during the ceremony, he can’t get up and go look at something in the church that caught his eye. Or if he’s at a family dinner at a restaurant, he can’t get up during the meal and go sit at an empty table or look out the window. He’s not interested in talking with people at the table or engaging them.

Biden not being able to walk around or knowing where he is is not a big deal.
The problem is what he does when is in the White House and is aware, or what his advisors are doing in his name the rest of the time.
It was alert Biden that said he would shut down the oil industry. and has everyone paying more now as a result.

I only noticed it because I thought I saw him reading Hillary's notes.

I don’t think that’s correct.

Watch the video. There are some visual cues to see this. At the time it made sense because it fits perfectly with Trump's style, wanting to create a visual image of him dominating Hillary. If I hadn't seen him looking at his notes, I would not have realized the truth.

Except no one has done anything like your pathetically unfunny attempt at humor. No one. Simply showing the video in its entirety is all anyone needs to see how diminished Biden is. It's actually very sad.
