There is no correlation between quality of instruction at the base school and NMS. The low SES schools aren’t failing to develop their kids potential. NMS is just a reflection that affluent kids can invest more resources in prepping for the pSAT

The top kids get dragged down at MV so the quality of instruction is not the same or as good. Whether the quality of the instructors is as good is irrelevant.

There are a number of IQ studies that have Pakistan and India below 90, while China, Japan, Korea are close to 110.
