I would classify a midtier program as one that is not Power 5 or an established conference (Big East, WCC, Atlantic 10) and competing for a conference title, NCAA invite.

A10 are mid-tier programs no matter how you chop it.

SLU is a consistent NCAA Tourney invite and is often ranked and thus is an A10 program that is not mid-tier.

Because SLU consistently wins their conference which gives them the bid. That doesn’t mean Richmond is a top tier program because they’re A10.

Maybe I wasn't clear but that is exactly what I said - SLU is in Atlantic 10, typically in the top 25 and competing for the conference title and NCAA tourney birth. Richmond is in the A10 but not competing at the same level. The same can be said of G-town, Santa Clara, BYU, Liberty, Navy, etc.

Huh? G-Town, Santa Clara and BYU are all on a much different level than Liberty and Navy in terms of soccer.
