Do both. Address the immediate problem of violence at the same time you work to fix the underlying causes.

We have had youth curfews more recently, haven't we? My kid was in high school a few years ago and I'm pretty sure there were times she had to plan accordingly.

I think that's a great idea. There's no good reason for minors to be out after midnight.

In HS, I took a college course once a week that got out at 10. By the time I walked from campus to the train station it was 10:30. I then had a one hour ride to another city and either a 30 min walk home or a 20 min bus ride. At least 2-3 times a month, I was out after midnight for a very good reason.

We have several universities that cooperate with DCPS right here in the District. Students would naturally take college classes as part of an organized program for high school students because they would otherwise be on the hook for tuition. Your multi-city commute scenario would not be on the table here in tiny DC. And many of our kids live in neighborhoods where they really shouldn't be out so late. Because crime. Back to that. In my neighborhood, there's round-the-clock property crime but after midnight robbers prey on the clueless bar crowds stupid enough to park their suburban cars on our residential blocks.

I'm not sure if OP has in mind something more restrictive or not, but that's what's in place today.
