I think that sounds fine, if, as other posters have mentioned, you are not going into debt to buy clothes. We spend a fair amount more than that for the whole family. I would say 2K on kids clothes (they are growing fast and we buy ski clothes, other activity/sports related clothes) , 4K on mine, 4K on my husband. More when he feels he has to replace suits and he buys really expensive ones. So 10K in an average year. When you look at it that way, though, it does seem like a lot!
Regardless of how much I can afford, I always get so much pleasure from buying a small number of really flattering pieces that suit me (versus what the market is trying to sell to me). This means I do some research/trying things on beforehand - I have nearly always regretted impulse purchases because I determine later that I looked better in something else, therefore it was a waste of money and time.
Although I don't spend that much (because I don't make enough), it doesn't sound out of line at all to me. I'm also envious that you have time every month to shop, unless of course you're buying online. I'm lucky to get to a store once every few months for 10 minutes to try something on.

I make a $200 - $300 clothing purchases very month for my infant and toddler. I spend maybe $150 a month on my teen son. I spend another $200 on myself and DH, just pants or shirt if we see something we like. For the five os us we easily spend $500 a month on clothes/shoes.
It really depends on whether OP has room in her budget (or, as other posters put it, can she pay off those charges she is racking up?). Depending on (i) how much disposable income you have from whatever source, (ii) whether you care about clothes/fashion, and/or (iii) what you do for a living and whether you have an image you need to present, you can spend far more than any number thrown out on this thread so far on clothes.
I think spending that much $ on clothes from mid-range stores may be the problem, in my opinion. Whenever I am tempted to shell out $ for a sweater or something at Old Navy or the Gap, it invariably looks pretty bad after awhile because the quality is bad, which makes me want to go shopping for more clothes, and the cycle is vicious! Maybe you can try really looking at your wardrobe and seeing what you need and buying some really well-made, good fabric items? Then again, if you enjoy shopping and are into trends and having different looks quickly and too expensively, then I think that is fine too!
