Campus or outskirts or both?

Outskirts, although I think the safety risk is overblown unless you lack common sense.

The Rose Hill Campus is lovely, although the surrounding neighborhood can be tricky. I know many people who have gone there who have been very successful and made really great friends. The Business School is good and Fordham has a good network in NYC. It is fairly easy to get into Manhattan both by subway or by the Fordham run Ram Van which takes kids between the Rose Hill campus and the Lincoln Center campus. The Lincoln Center campus is largely grad students, including the Law School, and the highly regarded performing arts program, although I think they have made more of an effort to have more undergrad programs there. Its a nice school and your DC can be very happy there.

All these things...also worth noting that it is really expensive...

Expensive, but financial aid is very generous. DS was offered close to $40K per semester. That said, we chose another school and paid full price.
