If its random then so be it. Also you could very well get Division 1 and 2 teams knock each other out. You have tournaments all the time the less talented teams participate in knowing even in the lowest bracket the odds are against them. Those tournaments still go on. The lowest team in D7 might not beat atop d1 team but a D3 team could upset a D1 then lose to a D7 . That happens all the time.
