He isn't a police officer, beavis. He works for the sheriff's department, which means that he works in the jail or possibly works security at the courthouse. In some states, the sheriff's department also runs the patrol unit, but that is not the case in Prince William County. You obviously know nothing about law enforcement.

Moron: the Code of Virginia makes every single deputy sheriff (civil, bailiff, correctional, or LE) a conservator of the peace. This particular typical cop did indeed graduate from a police academy and holds a cert from Virginia DCJS. He is in fact a cop. And he is in fact a typical cop. And his management knew all about him and endorsed his behavior and continues to do so.
