Because the police are doing such a great job at preventing crime. Like thefts from cars, bike thefts, dangerous drivers, burglaries, muggings. We all in DC know how great a job MPD does on that. It's why the numbers go down. Definitely not that they won't take a report. We should just have them crack some skulls of "suspicious people" to make a point. Then crime will go down even more!
