Birth certificate and SS card yes, but not a passport. My understanding is you need photo ID to prove you are who you say you are.

You can order online, but you can't change your address online and then order, to prevent identity fraud. Which makes sense in normal times. We might call and see if there's an exception. We tried as soon as he came home, but that was before things really shut down. Maybe they're more flexible now?

Oh my gosh, you people are uptight. "lost" was shorthand, but yes, it was stolen. His wallet was stolen. Good grief. He is plenty mature and ready to get moving with driving.

I talked to MVA today, and they said he may drive under these circumstances, and that if pulled over by the police, the police would just be able to pull up that he does in fact have a permit. Just FYI

OP Here and for others who have a similar need, MVA cannot do this online. They can do licenses but not permits.

PP, I'm an NP. Would your son's college send him his mail since it contains an ID? Has he inquired?

When DD 's college closed during spring break, they said they would, if requested, mail students any crucial ID documents they'd left in their dorm rooms or mailboxes such as passports, licenses, etc. Some kids had left their dorms without certain documents because they were leaving on spring break expecting to return to school shortly, but didn't get to return. (And still haven't--the scheduled period to pick up belongings and move out got canceled due to the state's lockdown).

I'd definitely have son email whoever is still on his campus at their building services and/or security offices and ask if, given formal permission from him, they can forward his mail or at least the envelope from the DMV. He might have to fill out a physical permission form to sign and mail to them. Worth a try.

The in person offices are closed, I am pretty sure that they are still answering the phone.

Whatever. It was lost. Otherwise you would have written Teen Driver's Permit Stolen. It's not any harder to write than lost.

MD MVA extended expiry of all licnsnes, permits, and vehicle registrations to 30 days after the governor lifts the state of emergency. We have an expired car registration (renewed last month when it was still valid) and haven't received the new stickers, but that's fine since expiration is extended.
