Bowser has slated the hospital for mixed use development. Using it as a coronavirus faculty would chill investor interest even after the pandemic is over. Then less tax and other revenue for DC, fewer money for schools and affordable housing, etc

Maybe we NEED the excess hospital capacity for the future also. As of right now, existing businesses are in limbo, and the tax base is crippled, so the argument that future money is on the line doesn't weigh heavily with me YMMV |
