Are colleges suspending fall semesters overseas due to coronavirus?

That's exactly the situation. A lot to lose when we know of the risk. So hard to see both money and opportunity to go down the drain.
I assume standard travel insurance won't cover?

This morning they advised colleges to consider curtailing study abroad in future and advising students currently abroad to return home.

THe article is only addressing students currently studying abroad, not future programs (summer or fall).
