Why hasn't Silver Spring incorporated?

Anti-MPDU person - it does make sense. The point of the MPDU program is to have lower-cost housing mixed in with the market-rate housing. If MPDUs get built but then become market-rate housing upon first resale, then there isn't any more lower-cost housing mixed in with the market-rate housing.

Then why do they ever allow the units to be sold at the market rate?
