They are legal here. For example, a German tourist can come here and rent a car and drive legally with thier German license (and same with Americans visiting Germany). Your au pair is a resident here, so they need a US driver's license. |
+1 anyone residing and driving in DC (and most states) must get a drivers license in that state and give up their otter one. |

Germany is not a US state. The reason you give up your license from another states is that there is interstate comity for licenses. Not the same internationally - they destroyed a personal document that she still needs in Germany. Bad news. |
MD did this for DW's license from another EU country. They kept her foreign license when she was issued an MD license. |

Surrendered licenses will be sent to the Maryland MVA headquarters, at which time the license will be returned to the country that issued it. My guess is that employees don't always apply the rules correctly. I have someone staying at my house who needed to upgrade his DL to a commercial license, and they required property documents for residency. He has no utilities and we have no written lease agreement. So, as the homeowner, I wrote up something and signed it. DMV said it had to be a real lease and directed him to a website. When he got home I discovered it was a website for boilerplate lease agreements. I had to laugh when I pointed out to him that per the lease he was now responsible for all utilities. So it was a more bogus document than what I gave him originally but they took it. I called the state DOT later and they said field office people don't always get it right. |

Read the links. A driver's license from a foreign country is not treated the same as a drivers license from another state. Two totally different things. |
