Stokes Stars?

Stars are stupid and OSSE is wasting its money calculating them.

The US News and World Report college ranking is stupid too, but it makes money for the new company that now operates those rankings.

OSSE doesn’t even make money on its collapse-a-million-numbers-into-one ranking system.

The report cards are required by the US Dept of Ed. All states must have them and they must have an at a glance way to convey the report’s at a glance. DoEd also requires the bulk of the rating for elementary and middle to be results of the annual state test. For high school graduation rate is a heavier factor.

Some states are using stars like DC. Others are using red/yellow/green lights.

No one is saying it should. The point is Stokes has been consistent throughout. You may think the scores are meh, but you shouldn’t be surprised.
