Is the toll road private? I know the green way is/was. But is/was the Dulles Toll Rd too?

no.

What is the benefit of this? Is funding coming from other sources now?

The Dulles toll road is operated by the Airport Authority and they are using the revenue to pay for the bonds used to build the Metrorail to the airport. VDOT originally operated the toll road. The owner isn't clear to me. Could still be state government property instead of the Airport Authority, a public-private partnership.

I don’t get the benefit?

Does anyone have a link for this? I can’t find a news source.

The tolls subsidize the metro rail. The Dulles Greenway is privately owned by a for-profit company.

I believe only the Greenway portion is privately owned.
