I think what the OP is saying is that there are several secret service cars parked and one is always, essentially, in front of Hoover (others are on adjacent blocks). The entrance to Hoover is just half a block from the entrance to St. Andrews so it looks like they're at Hoover when they're really watching St. Andrews. They're there every day and very obvious, and there are also some undercover ones.

You may have noticed them today because they parked kind of obnoxiously and basically obstructed morning drop off traffic. But they're always there when Barron is at school and usually don't get in the way.

When you are in the Hoover side entrance where buses are you cany watch the kids playing sports at st andrews. Not much separates at all.

Barron and other St Andrews kids walk to Hoover for tennis several times per week. The SS move to allow freedom but still keep a watchful eye.
