Found some age appropriate dresses at Macy's online. It takes scrolling through pages and pages of inappropriate stuff, but there are a few gems that are also affordable (and not matronly).

Try J Crew Factory (haven't seen anything great this season, but sometimes they have some things). She can make it her own with more interesting shoes and jewelry.
