think it's normal that my neighnor leaf-blows our street?

My dad does this up in pennsylvania. He doesn't blow the laves onto other people's lawns, but into the woods across the street. He does it so that they don't blow back onto his yard. He also rationalizes that with all the little kids on their street, having leaves on the street, especially when it rains, poses a safety hazard for cars slipping and hitting the kids. So I get that part. But blowing them onto other people's yards? That's just not very neighborly.
