It's not normal but is probably bad parenting rather than evil kids. Honestly, I see a lot of people allowing their kids to stress out their pets in ways I would never permit (getting in their faces, laying on them, etc.) It's not cute

No, and there should be consequences. Severe ones especially for the older one.

What kind of 14 year old does this? What kind of parent lets a kid get to 14 thinking this is normal? Deeply concerning, since I suspect the 7 year old is following the 14 year old and imitating him.

op here. I told the kids to stop throwing stuff at the dog. they ignored me so I told my husband to say something to his brother. brother laughed it off saying the dog likes it. he then told his wife that we are telling them how to raise their kids. she got defensive and we ended up just leaving. Their reaction is typical behavior in that household.

OP do you have kids? If so, I would keep your own kids away from this family as much as possible. Nothing good can happen with your kids around these kids.
