Get a custody order in place immediately. If you do not have one, you cannot stop him from taking your children, at least in the state of Virginia. I do not know about other states, but I still wouldn't wait around.

Wow! Sounds like a very difficult situation for you and your children. I don’t think you are overthinking this at all. As a parent, you want to feel confident that your children are safe and that you know where they are and if they are being taken care of. Have you approached the court to find out what options are available for you to enforce the child support payments? Have you consulted a lawyer for more specific advice to guide you in this matter? I hope you find some answers soon. My thoughts are with you and your children.
