They misdialed. Ignore it.
DW's phone number is one digit off from the main switchboard for Congress. She gets ranty calls from weird numbers a few times a week. People who want to call their congressperson. Actually we can measure the current sentiment in America based on the volume of calls. Got a lot when Obamacare was being proposed. |

So I guess you know that Congress is 202-225-xxxx. well 202-255 is the exchange for AT&T cellphones so that's how she ended up with that. Normally the only calls she gets is from me or her coworkers, so she just ignores all numbers she doesnt' recognize. |

Sounds like it was likely a confused, elderly person who misdialed. The elderly often get confused and disoriented late at night. Factors such as medications, not enough sleep, early dementia, can all lead to something like this happening. I hope the woman is ok.
