It should be written 5/4-9 (as OPM does) but it refers to working 80 hours in 9 days instead of 10 -- i.e., 5 days the first week and 4 the next. In theory you could split the hours many different ways but the most commonly allowed is 8 nine-hour days and 1 eight-hour day.
What OP wants, 4 tens or 80 hours in 8 days, is allowed by OPM but much less common. Most people don't want to be at work that long and a lot of traditional offices don't need coverage 10 hours at a time -- they need the hours spread over more days.
OP, who does your pay checks? I think the excuse that pay service can't handle it is BS, but supervisor doesn't have to let you work a compressed schedule so it doesn't matter.
