If you live in the District, do you get a deal on in-state tuition?

A really odd program.

The cap may be too high, but there's nothing odd about the program. DC is basically outsourcing its higher education expenses, and likely pays FAR less than other states do for higher ed per capita. (I did a quick back-of-the envelope calculation, and DC funds UDC at about 1/3 the rate per capita as MD funds its university system.) Instead of investing in a quality university, DC just outsources and gives DCPS grads $10k to attend elsewhere. With the rising price of iout of state tuition, this is no longer really a great deal for flagship publics like UMD and Michigan and UCs. But if you have a more average kid who say wants to go to Towson or Salisbury, it still closes the gap between in-state and out-of-state.

It is a good program. I just wish they would raise the cap to $15K.
