DC is basically outsourcing its higher education expenses, and likely pays FAR less than other states do for higher ed per capita. (I did a quick back-of-the envelope calculation, and DC funds UDC at about 1/3 the rate per capita as MD funds its university system.) Instead of investing in a quality university, DC just outsources and gives DCPS grads $10k to attend elsewhere. With the rising price of iout of state tuition, this is no longer really a great deal for flagship publics like UMD and Michigan and UCs. But if you have a more average kid who say wants to go to Towson or Salisbury, it still closes the gap between in-state and out-of-state. [/quote]
