Wallflower series by Lisa Kleypas. It does have some explicit sex though.
There are four books. In one book, the man does indeed "learn" to love her, but the other three there was sort of an instant attraction, though it took a while for the man to figure it out. Women were all pretty strong characters, for the most part, well, as strong as they could be in that era. I just usually go on to amazon books. They also have some free books you can get for your kindle. |

| If you don't mind them being chaste, I love Georgette Heyer. Regency romance that's quite clever, engaging heroines. "The Grand Sophy" and "Frederica" are faves but I like them all. |
| Also Laura Kinsale, some are more explicit than others but fun, easy reads while still having interesting, less predictable characters. |
| Julia Quinn has a series of historical romance novels in the Bridgerton series that aren't bad. |
