I found and corrected this problem (I think it is corrected anyway). When I had the problem with our primary server, I had to reinstall some of our security software on the secondary server. I'll ever learn not to "make one more change" and always feel compelled to make that last little tweak. So, me being me, I "improved" the security configuration. As a result, it was blocking anyone who made a report. It didn't affect me because my address is exempt from the security stuff. That's why I was baffled. I finally used my iPhone over the data network and figured out what was going on.
