The gifted resources and classroom teachers use their observations in conjunction with test results to decide which kids to target for services. That's how it all went down at my child's school 3 years ago in any case.
This is also what happened at my sons' school, but he was not identified until 4th. In his case, it took a new gifted resource teacher and his 4th grade teacher to see what I had seen at home for years. So in my experience, it really depends on the school, the teacher, and the gifted resource teacher. [/quote
