The paycut/matching current salary/negotiations are agency/dept/office specific. Seriously very YMMV...I've seen one office match a retiring military officer's ''salary" and I've seen another office completely stonewall at Step 1. Depends upon the HR and culture of the organization.

PhD isn't a field. I have a PhD too and my govie job pays more than most jobs IN MY FIELD.

The filed I work in requires a PhD for entry level (GS 13) and pays 50% less than what our contractors make. Is that better?
