DH is turning me into a very grumpy nag.

Sounds like your DH is the biggest baby in the house. Shameful.

This is such an insanely easily solvable problem that I can't even comprehend how you are going to get through parenting together.

Move the swing. Or get wireless headphones. I would recommend just buying him wireless headphones and giving them graciously. Don't act all put out about it and say "Here, I got you these, grrrr."

Then when I take the baby upstairs he puts the tv volume on full blast.

Unfortunately, problem not solved.

Husband sounds like an immature asshole.

Put the baby down for a nap and leave the house to get a massage.

Get a white noise machine.

Tell your husband he should consider headphones because the need for quiet while the baby sleeps is not going to go away anytime soon.

I hit submit too soon.

Don't nag and tell him what to do. He is not your child. Let him live the consequences of his decisions.

You need some sleep OP.

OP, your husband is an ass. Mine is too. Just go upstairs and sleep and let him take care of the baby if she wakes up. DON'T come down and tend to it yourself. Make him do it.

I don't understand why a grown ass man is putting his own needs before the baby's

I don't understand why baby isn't put to sleep in a crib. In the baby's room.
I don't like your husband's taste in entertainment at all, but adults should not have to give up their room for baby.

Let me guess, you're single and/or don't have a kid.

Yes they should. Part of growing up and becoming a parent is being able to set priorities straight.

If your husband can't accommodate an innocent baby now how do you think he's going to react when he the baby starts to get older.

Great, my headphone suggestion works beautifully then. Dumbass.

Op make it painful for your clueless selfish husband. Could you and baby go to a nice hotel for a few nights? Does you selfish husband ever take care of the baby at night?
