Is there more to the story OP?

For example - is he coming into your apt/condo to do work and lingering too long after the job is done and asking personal questions? Or is it more of a passing-by when you happen to occasionally see him walking outside or wherever.

And what have you done to discourage it - do you answer tersely/vaguely, ignore him, don't smile, or what?

Do you speak his language and that is maybe he feels more inclined to talk with you?

Definitely contact management. In writing (preferably e:mail---so you have a copy). Any halfway competent management company will know that if a tenant has complained about this guy and they do nothing, then they are setting themselves up for substantial liability in the event your gut instincts are correct and he harms you or any other female tenant.

Agree, but I would add that OP needs to make it idiot proof for management. When she writes to management, she needs to let them know that if he finds out and retaliates, they will get sued (nicelt of course). Let them know that many people are getting a copy of the letter. I would even send it certified mail, so that upper level experienced management is more likely to handle it, rather than some irresponsible person. I write from experience.
