"Referred" To Selecting Official

Really depends. I've been referred a lot (non atty positions) and have had interviews in maybe 1/3 to 1/2 the cases when I was referred. Still no offer yet though!

This is my experience. I'm a federal hiring manager. Depending on the quality of the HR staff of the agency I'm working in, sometimes I prefer to see all applicants that met the qualifications and other times I left HR identify the top 20. We sometimes have radically different ideas about who is a top candidate.
