I think more populous states get to add some more names so the total is roughly 2,500 to 3,000 per year.


No it is because of students with the exact same scores ie ties. For larger states it effectively means all the students who got a perfect score on the ACT or SAT-equiv exam so they have to include all these students since there is no way to pick just the top 20.

3,000 students with perfect SAT or ACT scores seems high.
