She doesn't already have a car, and you don't want to buy one. It seems as though getting a car under those circumstances will be a bigger issue than getting insurance.

I'm totally confused now. I thought the issue was that your insurance wouldn't cover her in Canada.

I was confused too.

It turns out they will cover her as long as the car remains registered in Virginia. And she is allowed to drive the car in Ontario without it being registered there, as long as she is only a temporary resident.

I did not know those two things before.

This is pretty standard for a student, I think.

I'm in Canada, and recall having friends in school who would do exactly this.

The drinking age in Ontario is 19. Actually it's 19 across most of Canada. Not the same as 21.. but still might give a bit more time before she is legal to drink.
