Or, alternatively, they might be a testimony of bad road design, a culture of tolerance of law-breaking among drivers, and a dependence on cars for transportation.

Since you witnessed the near accident, you still can tell her directly. I saw you the other day bla bla and the next time, you could cause an injury. Please be careful.

Keep in short in my opinion as you lose teenagers very quickly. Be factual and just tell her signs and speed limits are there for a reason.

Then watch her attitude. If she seems to listen. Would suggest leaving at that and seeing if she still roars down the neighbourhood. If she doesn't, tell her parents.

This is right. Teens should not be driving, imo.

Please tell her parents. When my kids started driving, I asked my neighbors to let me know if they ever saw any of them driving unsafely. My kids were aware I had done so. Most parents want to know.

What's the point of talking to the child? Tell the parents.

I'd also call the police non-emergency number and ask what they would advise.

Yup. The process of getting a driver's license in Norway or Sweden would defeat most Americans of any age, never mind most teenagers.

Yup. On top of that, the risks of killing a pedestrian at 40 mph are close to 100%. That teen is one mistake away from having the rest of her life changed irrevocably (and someone else's ended irrevocably).

+1 Make sure you tell the parents that no other parents talk about any other teen drivers, just her. And that a lot of different parents have noticed/commented. Otherwise it's easier for people in denial to stay in denial. ("Oh, they must just hate all teen drivers..." etc)

I told a neighbor about their kid's driving and they basically told me to go eff myself. They took offense to it, almost like it was an attack on their parenting skills or their kid's IQ. Weird experience I'll never jump into again.
