Ironically the Vienna Metro is actually in Oakton
Saintsbury Dr, Oakton, VA

In Merrifield or Mosaic is takes 11 minutes to walk to the metro and the housing is a 5 to 8 minute walk to metro.

Tysons is creating a many stops with in short walking distances to area.

The pitfall of the town of Vienna is that it is disconnected from the metro and requires you to drive to everything.

This is hilarious. Do you own a map? Ever look on Google Maps? Mapquest?

It's 1 exit from the beltway via Nutley/66.

The Wolftrap side is about 3 miles from the beltway via toll road.

A bus line is no substitute for rails. The reason is very simple: developers want to know that the public transportation connection is permanent -- not subject to cancellation at any time. This is why metro stops are so coveted, and like the previous PP said, the reason that Tyson's has multiple stops planned (they should have put those underground, and not between 4 lane highways, but that's a story for another time).

you don't need metro stops to re-develop. You need customers for retail, so leases will be signed and banks will loan the money. Even with the traffic clusterfuck, a mixed use project on Maple would be a slam-dunk. The apartments would rent (or condos sold) and the retail would lease-out. The underground parking would be key.

Underground parking is WAY too expense on Maple Avenue for the current and near term market. Above ground structured parking might make the numbers work, but would likely only be allowed if wrapped by retail/mixed-use.

What is the motivation for Vienna as a town to undergo a redevelopment project? There is no lack of businesses, and homeowners are willing to spend (IMHO) more than the crappy houses would be worth most other places.

Unlike Merrifield which was slowly becoming a ghost town of abandoned warehouses. Ok, that is a bit of an exaggeration. However you get my point. Merrifield needed to do something to raise the tax base (residential and commercial) in that part of town. Vienna doesn't have that problem.
