First off they say it has the
worst among the STATES not country. Secondly, I dont agree completely with the above statement from the story. I think if they break it down by COUNTY it would tell a different story. In Fairfax county, you can not have one child without at least a permit. (You can care for up to 5 children with a permit before going for a state license to watch more than 5. Your children are included in the number of 5). So even if not licensed through the state, you have to follow COUNTY rules and get a permit, so someone is monitoring the providers!
