So even if not licensed through the state, you have to follow COUNTY rules and get a permit, so someone is monitoring the providers! While I cannot speak for all counties, FAIRFAX COUNTY does in fact state if a provider is caring for ONE child they must have a valid permit in order to do so. So no, it is not optional in all counties.
