I would just tell her the truth. "Honey, while I would love to have your friends over to play, they are all at camps/activities all week. So, if you want to be with them, you need to sign up for them too." If she wants to do that, carpool with the friends so your DD doesn't balk when you go to drop her off at the camp. If she says no, tell her that she cannot complain about being bored when she is making the choice not to have access to her friends during the week.

Excellent advice. You can't run her social life for her. At 9, if she's bored, she needs to put in some effort to change things.
