If you are really looking to spend less that $1,000, you might want to check out the camp grounds on St. Johns - Cinnamon Bay or Maho bay. They are very nice and St. John's is beautiful.

have you ever been to these campgrounds? is the weather temperate enough to be without air conditioning? Do you have to deal with tropical bugs, like in florida?

I'd suggest Isla Mujeres in Mexico. You can get a direct flight BWI to Cancun (around 3 hours), and from there a 20 min. ferry. Isla is amazing beautiful, perfect beach, and romantic. We stayed at a non cheesy all inclusive. There's lots of charm and you can get a package for two at around 1200. Check the privilege aluxes hotel, but there are plenty more options.
