I would call it "garden party" attire. It's not quite as formal as a garden wedding.

I think it is last year's gala. A couple pages in you see what people wore.

I think it could be described as "dress up to have fun". Some people wear Chinese dresses, some wear pant suits, most wear knee-length dresses.
