Maybe Timberline - skiing, ski camp for the kids, rental house or a condo, you could explore Canaan Valley and Timberline's ski and winter sport options, winter hiking, etc.
Lancaster is better for little kids but teens might enjoy an indoor pool, and some of the Lancaster attractions like the railroad museum and theater shows. I think being bored and unplugged can be good for teens sometimes.

OP, what did you wind up doing?

My brother in law just died very suddenly. We want to plan a trip with that family over Christmas this year. Two teenage sons. The elderly and very sedentary grandmother will also need to come. Looking for a big resort/hotel that can have enough to entertain the teens and be a nice place to stay.
