Limousine liberals are wealthy people who hold political views that benefit the less fortunate among us. It is usually used with a tone of voice indicating that there is something wring with the fact that they have not adopted the self-serving politics of their class.
As to political correctness, all sorts of phrases in common use throughout our history have betrayed prejudices of the users, or even society as a whole. In an effort to avoid perpetrating the prejudices, people (including run-of-the-mill liberals like me) have tried to avoid terms considered demeaning. The term "politically correct" is used to lampoon examples where this effort has gone overboard. It is often extended to the entire effort, and even used to justify the use of offensive language.
To an American reactionary (i.e. "conservative") the only type of hypocrisy that's possible is when a wealthy person advocates for a strong social safety net.
