I second River Falls Market in Potomac Village (for take out). They are also on the menu at the restaurant Renato's (next door).

Best are made at home, to be honest. a lot of restaurants cheat and use cheap imported crab or too much filler, so watch for that.

Chick and Ruth's Delly in Anapolis.
Hands down best in the area! So much crab OMG OMG OMG!
The crab cake has huge chunks in it, and it's cooked to perfection soo good.
