OP, I may have a friend in the same situation this winter (they are planning on moving over winter break). Do you mind sharing the resolution, once you know?

Hopefully, she will, and not be put off by the mean sprites. It would be nice to know that even if your local AAP center is "full" you still have a shot of getting your younger sibling transferred.
