Why can't DC Govt tow cars blocking rush-hour lanes, but no problem for Montgomery County?

They tow on Constitution at exactly 4pm. It gives me a little thrill to see the line of policemen on motorcycles waiting to give out tickets at 4pm and then the tow truck right behind them hoisting cars up onto the grass. Schadenfreude?

By contrast, they NEVER seem to tow the cars sitting near the upscale apartment buildings (or the UPS truck sitting in front of the UPS store) on Conn Ave just south of Chevy Chase Circle, and they never tow anywhere on Conn Ave in the AMs.

Yes! This! I hate sitting on Connecticut north of Nebraska because some idiot who can't read the parking signs didn't move his car for the AM rush.

This just supports my theory that DC doesn't tow where non-DC commuters are primarily affected.

Who tows on Constitution? DC or the Feds?

They practically never tow in the evening on outbound 23rd. Yesterday it took me 30 minutes to go 5 blocks because the entire right lane was tied up at 5:50, when it's supposed to be no stopping until 6:30. Ridiculous.
