Yes, he could have dementia, but he could also just be some jerk whose age is irrelevant.
I would have kicked grampa's ass dementia or not.

I think there's also a generational gap. When he had little kids, they probably did not go out to restaurants or coffee shops with them. Taking our kids along everywhere is more of a modern phenomenon, I think. In the past, I think they stayed home more or something and little babies and toddlers were not seen or heard in restaurants.
true, in fact, most men of that age did not raise their children at all, letting their wives do it. However, foul language, especially in a public place, is extremely inappropriate, even if the kids had been acting up.
This sounds like an anomoly to me--usually I find that the seniors have been the ones who have told me that everything was going to be alright when my dd was screaming and causing a scene--they also would tell me that, believe or not, I will miss these times so let's not over generalize--this guy was just a jerk.
I think he's just losing it - dementia- quickly.
Another theory- some people don't like babies/kids! My MIL is one of those people who poses in a picture with the kids and then hands them off in a minute.. and is visibly annoyed by them.. same with her other grandchildren who are older (but not the teen who is like an adult now0>.
PROBABLY JUST A GRUMPY OLD RUDE FART THAT'S LOSING HIS SANITY.
