Is this the new norm $1500 for 10 minute of gutter work

Regardless of scope, any ladder work will responsibly involve two employees. Any site visit is going to factor a minimum travel and set up time for both, even if its to clear a single leaf. Add overhead (insurances, vehicle, tools, office, gas) and profit (reasonable) and small jobs will come to seem ridiculous quickly.

I don't have much pity for people eager to believe the little guy is trying to rip them off.

If it's a roofing company sending two guys and a truck, they probably have a minimum number and they just don't quote anything less than that. They can't plan on scooting around town doing tiny jobs all day. They can go to one, maybe two places a day, a few more for gutter cleaning if it's all scheduled for the same day.
