Some schools strongly discourage transfers. WES becomes very critical of kids when they apply out, for instance. Go ahead and apply--handwriting and chatting aren't deal breakers.
Give your current school a positive, thoughtful response as to why you are applying out. That can really ease a transfer situation.

OP, if a school didn't accept your kid because he was too chatty in class or had poor handwriting, wow, well maybe you wouldn't want your kid to go there anyway. Okay this is an overstatement but a school where they worry more about that than whether the kid is bright and loves learning sounds like that sounds like a prison to me!
